Definition
The minimum number of members, or board members, who must be present or represented for a meeting to conduct business. Quorum rules are set in the bylaws, within limits set by state law.
New Jersey's Radburn amendments adjusted election rules so associations can't be stuck without a board because of low turnout. Proxies and absentee ballots can count toward quorum as the documents and law allow.
