The short answer
Thirty days after the tenancy ends. The landlord must return the deposit plus accrued interest, minus any lawful deductions, with an itemized list of those deductions, by personal delivery or mail. Shorter deadlines apply when a tenant is displaced by fire, flood, condemnation, or evacuation.
What can be deducted
Unpaid rent and damage beyond normal wear and tear. Wrongfully withholding a deposit can cost a landlord double the amount plus fees — see NJ security deposit rules.
